On July 26th, in Ho Chi Minh City, the Institute of Building Materials (Ministry of Construction), in collaboration with the Department of Science, Technology and Environment (Ministry of Construction) and the University of Architecture Ho Chi Minh City, organized a workshop on “Implementing QCVN 06:2022/BXD for housing and construction works.”

QCVN 06 was issued by the Ministry of Construction on November 30, 2022, and took effect on January 16th, 2023. However, many units encountered difficulties in applying it. Following the Prime Minister’s directive and after a period of research, the Ministry of Construction proactively reviewed, amended, and supplemented several provisions of QCVN 06 to ensure scientific and practical foundations. On October 16th, 2023, the Minister of Construction issued Circular No. 09/2023/TT-BXD, promulgating Amendment 1:2023 QCVN 06:2022/BXD, the National Technical Regulation on Fire Safety for Buildings and Structures, effective from December 1st, 2023.

Participants were informed about the amendments in 1:2023 QCVN 06:2022/BXD, which added several technical issues to ensure fire safety, considering the characteristics of buildings and the fire hazards of their uses, and provided many suitable solutions for investors and units to choose from. Accordingly, single-family houses, multi-story apartment buildings, mixed-use buildings under 7 stories (under 25m in height), with fewer than one basement and a volume of less than 5,000m³, have specific fire safety content included in the Single-Family House Design Standards. Additionally, Amendment 1:2023 also reduced administrative procedures, giving more authority to localities to issue local regulations replacing some requirements of QCVN 06:2022/BXD, such as regulations on fire truck access roads, fire water supply, etc. Technical content on evacuation, fire spread prevention, firefighting, structure, smoke protection, fire compartments, and the number of floors were supplemented with specific fire safety requirements based on fire hazards and construction practices in Vietnam, without lowering core safety requirements. Furthermore, some specialized terms were added or revised; the scope was clarified and narrowed to align with the provisions of Decree 136/ND-CP guiding the Law on Fire Prevention and Fighting and the amended Law on Fire Prevention and Fighting.

Participants at the workshop also spent time discussing and contributing many ideas to clarify, understand, and effectively implement Amendment 1:2023 QCVN 06:2022/BXD. The discussions focused on analyzing and clarifying the difficulties in applying previous versions of QCVN 06. This will be continuously researched and updated to keep up with new technologies, facilitating investment, reducing costs, and ensuring fire safety for people and construction works.
